Medicine Hat city council decides to postpone decisions on budget and bylaw amendments

Councillor Ted Clugston passed a motion to postpone any decisions on bylaw amendments and budgets during the City of Medicine Hat council meeting on Nov. 17, 2025.

Two presentations were made by Energy Marketing and Business Analysts Jasmin Gross and Joel Higgins.

These presentations showed the council the recommended amendments to the Electric Utility and Gas Utility Bylaw.

Following Gross and Higgins, the Manager of Land and Real Estate, Environment, Land and Gas Production, Randi Buchner, made a presentation.

The presentation was displayed to council the recommended amendments to the 2026 Operating and Tangible Capital Asset Budgets for the Land and Real Estate department.

Clugston said he wanted council to review the information and make decisions on the items at the next meeting.

Another scheduled presentation in the agenda was prepared by the manager, financial control and reporting/city controller, Kristen Young, providing the tri-annual management report.

Young was joined by other presenters, including interim managing director Lola Barta and treasury and insurance officer Vandy Bishop.

The presentation was for information only, providing statistical information on the financial results for the period ending on Aug. 31, 2025.

Council approved an amendment policy on Jan. 6, 2025, stating that all budget transfers must be reported on a tri-annual basis.

A delegation from the Medicine Hat Women’s Shelter Society, led by executive director Natasha Carvalho, made a presentation on Family Violence Prevention Month.

Council appointed Councillor Cheryl Phaff as an additional member of the Palliser Economic Partnership board.

Further discussion on budgets and bylaw amendments will take place at the next council meeting, scheduled for 6:30 p.m. on Dec. 8, 2025, beginning with a closed session.
