Medicine Hat city council votes to start process to fire City Manager

Medicine Hat city council started the process to fire City Manager Ann Mitchell during Monday’s council meeting.

About two hours into the meeting, Councillor Alison Van Dyke made a motion that council accepted the investigative report as presented in closed session.

That was approved unanimously.

Next up, business arising had Councillor Andy McGrogan move that notice in writing be given to City Manager Ann Mitchell of councils intention to terminate her appointment and her employment with the City of Medicine Hat as discussed in closed session.

He add that at the time the City Manager will remain on a leave of absence with pay.

Mayor Linnsie Clark then spoke up to say, “Just for clarity this is the process outlined in the municipal government act.”

Councillor Ramona Robins attending the meeting virtually was the only one on council in voting in opposition of McGrogan’s motion.

Next, Councillor Shila Sharps motioned that council directs administration authorizing council to engage in legal advice in relation to the issues from business arising, and for it to be allocated from the City Manager reserve fund.

After a quick discussion it was determined that the funding would have to come from the operating reserves instead, which was then voted on.

This passed unanimously.

Also during the meeting council discussed the Community Vibrancy Grants and the Parks Bylaw.

Along with 53 governance recommendations and 15 administrative, financial, and operational recommendations. All the recommendations were approved by council.

The first item brought to the meeting was a presentation made on the Parks Bylaw.

This bylaw is to add enforcement to the parks in Medicine Hat, ensuring public safety for people and wildlife.

There will be a third and final reading on the bylaw.

City council approved distribution of the funding from the Community Vibrancy Grants to the community.

The community vibrancy grants provides funding to community groups and organizations for projects promoting community spirit in the city.

An amendment was made to provide the Spectrum Festival with $14,500 funded from City Manager operating contingency fund.

Around $142,000 was potentially distributed to 11 different organizations in Medicine Hat.

Other items in the agenda were discussed in closed session.
