Medicine Hat council to consider utility rate bylaws, emergency shelter, legal matter at Monday meeting

Nov 2, 2026 | 2:17 PM

Medicine Hat City Council will consider several utility rate bylaws, a legal matter and a rezoning application for an emergency shelter Monday evening.

The regular council meeting is scheduled for 6:30 p.m. at City Hall.

Council will be asked to give first reading to two bylaws related to 2027 utility distribution rates. One would amend the city’s electric utility bylaw, while the other would amend the gas utility bylaw.

Councillors will also consider three bylaws related to environmental utility rates for 2027 and 2028. The proposed amendments cover waste, water service and sewer rates.

The agenda also includes a legal matter involving a judicial review proceeding before the Alberta Court of King’s Bench.

Council is being asked to approve the retention of Parlee McLaws LLP to represent the City Council and the City of Medicine Hat in the proceeding.

Although not listed on the agenda, Nicole Frey has discussed the matter on social media as a human rights complaint she has filed and as part of an ongoing legal review.

In May 2025, Frey spoke to CHAT News Today about her plan to sue the City of Medicine Hat.

In committee business, council will consider the first reading of a proposed rezoning for 514 South Railway Street Southeast. The application would change the property’s designation from Urban Villages and Corridors to Direct Control Special Use.

This would move the process forward to allow for a second and third reading on the change, which is being requested by The Mustard Seed to construct and operate an emergency shelter at the location.

The second and third reading considerations would also include a public hearing during a council meeting on Dec. 7.

Council will also consider approving a reserve bid and sale conditions for a public tax sale auction involving properties whose owners defaulted on tax arrears payment agreements. The properties were previously scheduled for the March 2026 auction but were removed after the owners entered into payment agreements. The auction is scheduled for Nov. 16.

The meeting will begin with a closed session, with five items listed: a collective bargaining update, a discussion on 2027 Community Vibrancy Grant funding for community projects and activities, a memorandum of understanding and two governance strategy discussions.

The Medicine Hat Women’s Shelter Society will also present during the public portion of the meeting. Executive director Natasha Carvalho is scheduled to speak about Family Violence Prevention Month.

Council is also being asked to reschedule its Monday, Nov. 16 meeting to Tuesday, Nov. 17 and add a regular meeting on Dec. 8. Both proposed meetings would be held at 6:30 p.m. in council chambers.

The agenda includes minutes from several recent council and committee meetings, and the Friends of Medalta 2025 annual report and a tri-annual management report for the period ending Aug. 31.

The next regular council meeting is scheduled for Nov. 17.
