City of Medicine Hat announces third-party whistleblower service

The City of Medicine Hat has launched a new confidential whistleblower reporting service that allows employees, contractors, suppliers and members of the public to report suspected wrongdoing through an independent third party.

The service follows the council’s approval of a new whistleblower policy in May.

Its intent, according to the City, is to provide a secure process for reporting concerns such as fraud, criminal activity, unethical conduct and violations of City policies or legislation.

Reports will be handled through MNP Ethics Alert, an external provider that offers reporting through a telephone hotline and an online reporting portal.

“We are committed to openness, accountability, and earning the trust of our community,” Interim City Manager Joseph Hutter said in a statement.

“An important part of that commitment is providing a safe and accessible way for employees and members of the public to report serious wrongdoing like crime, fraud, unethical conduct, or violations of City policies and applicable legislation.”

The City says that the Whistleblower Policy and corresponding third-party reporting service provide an avenue to report claims of serious wrongdoing.

It adds that the service is not intended as a mechanism for general service complaints, access to information requests, dissatisfaction with City decisions, or matters related to job performance.

Also excluded are reports of workplace violence, harassment, discrimination or disrespectful workplace behaviours, which the City says should instead be reported and addressed in accordance with the City’s Respectful Workplace Policy 8047.

Individuals who submit reports will receive a unique identification number that can be used to anonymously track the status of their complaint.
