‘Dedication to excellence’: Cypress County reveals new CAO

Cypress County on Friday revealed Al Hoggan as its new chief administrative officer.

Hoggan, who has worked as a CAO across various Alberta municipalities since 2013, will on Jan. 6 fill a permanent role left empty since August.

His predecessor Tarolyn Aaserud left to take on the position as Medicine Hat’s city clerk, filling a seat left vacant related to what a source said was abuse levelled at its previous occupant Larry Randle.

Mike Kozoil was hired as an interim CAO after Aaserud left.

The CAO is the only job at the municipality chosen by council. They serve as the link between county staff and elected officials and are in charge of the county’s operations.

Hoggan said in a statement he is looking forward to getting started.

“I am looking forward to meeting the many residents who call the county home,” Hoggan said.

“My family and I are excited about residing in this historic and economically important region. Stop in, the coffee is on me.”

Reeve Dan Hamilton said he is “thrilled” to to welcome Hoggan as CAO.

“His extensive expertise and dedication to excellence will be invaluable as we work together to meet the needs of our residents and ensure the continued growth and success of our county,” Hamilton said.

Hoggan spent much of his earlier professional life leading operations in the aviation industry within Canada, as well as overseas, according to a news release from the county.

The county said Hoggan has the right blend of both private and public sector experience, including nearly 15 years of local government experience at the senior level, and almost 12 of those years holding similar CAO roles in sizable and dynamic rural municipalities across Alberta.

Pursuing his passion for public service, he transitioned into various senior leadership roles at MacKenzie County and Lac La Biche County. Since 2013 he’s been a CAO with Kneehill County, Rocky View County and, most recently, with the MD of Bonnyville.

Hoggan has his National Advanced Certificate in Local Authority Administration, certified local government manager designation, executive certificate in local government, various and ongoing emergency management training with the Alberta Emergency Management Agency, as well as other industry specific training and courses.
