Medicine Hat appeal board hears presentations on long-running Primrose Drive development

Medicine Hat’s Subdivision and Development Appeal Board heard presentations on Wednesday for and against an appeal of an approved 40-unit residential development at 352 Primrose Dr. SE.

Board members heard an appeal of a development permit that was approved on March 17 for NewRock Developments Inc. to proceed with the project, following years of discussion and opposition.

Representatives from the city’s planning and development department argued the appeal should be dismissed, saying the board lacks jurisdiction because the proposal is a permitted use that does not require variances.

Administration also maintained that all regulatory processes were followed and said technical reports confirmed the site is suitable for development.

Appellants John Taylor and Chris Horkoff argued that risks related to groundwater, drainage and geotechnical conditions have not been fully addressed.

In the presentation, the appellants said the site has known drainage and historical constraints, arguing the city is relying on future stages of the development process to address outstanding concerns.

They also contended that engineering validation of site conditions, off-site impact analysis and a clearly defined framework for responsibility and long-term accountability have not been demonstrated.

Appellants further raised concerns about traffic congestion, pedestrian safety, potential property damage from flooding, surface water management, environmental impacts and the loss of neighbourhood enjoyment.

They also questioned the public notification and appeal timeline and argued that residents were provided with limited information about the proposed development.

The appellants asked the board to revoke or suspend the development permit and require a comprehensive independent hydrogeological assessment and a review of off-site impacts.

Those impacts included traffic and pedestrian safety, and the establishment of a liability and accountability framework before the project is reconsidered.

Rob Whitten, vice-president of operations for NewRock Developments, also addressed the board in support of the project.

Following the presentations, the board adjourned the hearing, with the board saying a decision will be announced within the next 15 days.
