It marks the completion of the utility and surface upgrades project, with minor residual work — including top lift paving, landscaping, pavement markings and adjacent furnishings — pushed back to 2025.

It also means that free parking at Towne Square and the transit terminal — a temporary measure to help the downtown while construction was underway — will come to an end.

One-way, eastbound traffic has returned to Third Street Southeast between Fourth Avenue Southeast and South Railway Street Southeast.

The intersections of Third Street Southeast at Fifth Avenue Southeast and Third Street Southeast at Sixth Avenue Southeast will temporarily be controlled with three-way stop signage until the traffic signal system is re-established in the coming weeks.

This project has made vital upgrades to critical infrastructure in the downtown area, which dated back to the early 1900s, staff said in a news release.

The city’s goal was to ensure a reliable and future-proof utility network for affected residents and business owners, they added.
