Council appoints new city manager

MEDICINE HAT, AB – Medicine Hat city council has appointed a new city manager, completing a search that lasted almost all of 2022.

Ann Mitchell will take over the role effective Feb. 6, 2023.

Mitchell is currently the chief administrative officer of Lethbridge County, a role she has held since 2018.

“I am thrilled to join this progressive council and administration team. I look forward to leading this organization in the implementation of council’s vision for the community. We cannot wait to make Medicine Hat our home,” Mitchell says in a news release from the city.

Mayor Linnsie Clark says Mitchell knows how to create positive relationships between the council and the city manager and likely will start building those right away.

Prior to her time in Lethbridge County, Mitchell was CAO in the Municipality of Sioux Lookout, Ont. from 2012-2018, the Township of Pelee, Ont. from 2008-2012 and the Township of Prince, Ont. from 2005-2008. She holds a master of arts in leadership from Royal Roads University, as well as a master certificate in municipal management from the Schulich School of Business at York University, an executive diploma in municipal management, a diploma in municipal administration, and is a certified municipal officer.

The city’s current acting city manager Glen Feltham, in the role since June, will vacate the position this week. Rochelle Pancoast, the city’s managing director of strategic management & analysis, will take over as acting city manager until Mitchell starts.

Before Feltham took over in the summer, former city manager Merete Heggelund came out of retirement to fill in, and the city manager duties were rotated among various department heads for a time as well.

The position first became vacant with the sudden resignation of Robert Nicolay in January.
